Looking for a HR in Ukraine to help me to recruit one staff there

Hello, I am looking for HR in Ukraine who can help me to find one who has experience dealing with tender document.

Job description(remotely in Ukraine. We are planning to set up an office in Ukraine next year. However, we need to find one local at first. Monthly salary is 600$+10% profit bonus)

Requirements:
We are looking for B2B salesman who can understand English, German.
Also he/she can translate from German to English.
Must read and understand tender document in German quickly and find the importance content because there are always long pages
Work conditions:
8 hours/day, or less 8hours/day. 5 working days during a week.
Have your own computer or laptop and network.
It is remote work but we will contact always online.
Responsibilities:
1. Analyzing countries public tenders whose government is speaking German like Austria, Switzerland, Germany, Belguim,luxembourg
2. Ask the tender public sectors for enquiry about the requirement for tenderers.
3. Translate some core info about supplier requirement and production requirement
4. Fill in the tender document and join the tender.
5. Contact clients if winning the tender when there is a requirement about the production and shipment
