set image as home screen wallpaper and change after 15s

I want single screen where we have group of photos and I want user can save image as wallpaper screen ( Image quality must be same and fit to screen) and also another option to refresh images in home screen after 15s . Please bid if you implemented this before because it is not easier I think.
