Two functionalities for react native app

Hi, I'm working on a react native project that is almost finished, I only need these two functionalities and I would like to know if it is possible to implement those functionalities that I show you in these 2 videos and if you could help me implement them, in summary it is an alarm and sends notifications even if user is offline
