I need to send a notification and several notifications according to the user choose between notification or alarm

Both must work with or without connection and if the user chooses the 'notification' mode, a single notification should reach him and if the user chooses the 'alarm' mode, multiple notifications must reach him until he enters the application and silences the notifications, something like a alarm
