Create Fork of react-native-webrtc to fix asking for permissions OR use mic/cam when only Play mode

Hello
we have issue when use react-native-webrtc to play webRTC Stream Video/Audio
in IOS asking for permissions OR use mic/cam
This problem must be resolved so that it is not requested for permissions OR use mic/cam on Play Mode
so we need add option playMode= On / Off
if playMode is On... then don't use local mic/cam
(Requires to patch libwebrtc for react-native-webrtc)
