Service worker subscribe fix

I have a web app that uses service workers for push notifications.
When the page opens it calls subscribe but I get this error
Uncaught (in promise) DOMException: Failed to execute 'subscribe' on 'PushManager': Subscription failed - no active Service Worker
*I need this fixed.
