Geographical data system

Seeking a developer to create a system to store and manage 2-3 million rows of data (Name, Address, City, State, Zip). The system must support geographic queries, allowing us to draw polygons on a map to filter and export data by polygon, zip code, city, etc. This project is for development only; no ongoing maintenance required.
Business Context:
We work with construction companies targeting storm-damaged areas. We need the ability to draw polygons to pull data from specific storm paths, ensuring we can efficiently target affected areas.
Requirements:
Proven experience with Google Cloud, BigQuery, Google Maps API, or similar tools.
Ability to handle and process large datasets efficiently.
Strong skills in SQL and geospatial functions.
Experience in developing web applications with data visualization capabilities.
