Creating a website using like Freelancer.com

Hello,
I want to create a website like Freelancer.com.
Features:
- Post a JOB but it will be not displayed on home, it will be displayed on admin dashboard and on client area.
- I will choose the dev who fit with the job. I have to choose only 3 dev for the job.
- Client can chat with the 3 dev and then like on freelancer, he can award one of them and create milestones. The chat has to be complete like on freelance chat. Need to be able to send files, to call, to video call etc.... And also have to be able to forbiden some words like email, phone number, and others keyword. I have to get an alert and be able to see all the chat from dashboard. I have to see all messages.
The project manager has to be the same as Freelancer.com
Client can create task, can upload files can Invite Collaborator, can chat with one of the 3 freelancers.
But when client award one freelance, it has to be impossible for the 2 others freelances to chat with client as the job is closed.
About payment, it will be simple, client will pay us and no auto payment to freelance. We will manage it manually for each payment.
