Create 2 mobile apps -- I have unfinished code in React Native

Hi! I'm currently trying to finish 2 apps that have been coded in React Native and are hosted on Firebase.
I was working with a freelancer that wasn't able to complete the project. I am now left with half of my budget gone and the source code for 2 unfinished apps.
I am looking for a coder who could take a look at the work, fix the code, fix some of the broken functionalities and implement a few additional functionalities for me.
I want to be honest: my budget is not very high because of the situation with the previous freelancer.
Before moving forward, I will let you see the source code, I will give you a to-do list and I will ask you to give me a time and budget estimate.
