Video - Frame Capture/Show ( 10 times / minute )

I need to build a system that receives a 5v digital signal.
When you receive this signal, you should activate a digital output (LEDs) and show the frame that the camera took and turn off the LED. The screen (monitor) will be with the captured frame and when the process occurs again, the next capture will appear in its place. It would be nice to be able to ZOOM the camera too.
I believe that RASPBERRY does this. Important to point out that the speed can reach 15 frames / second.
