Pi TTS via API call

Need a Raspberry pi image that creates a website that accepts a http post with a string that is a text to speech payload and a int array that is for playing uploaded audio, the pi should then in a good female en-us voice via azure or Google play the received string and output it as audio. Additionally the pi should have a web page to manage API key for auth the post, and uploading up to 6 audio files for reference by the API. The audio uploads should also be able to be triggered separately by different contact closures (button)
