Raspberry Pi Low-Latency Video Setup

I'm looking for a developer to configure a Raspberry Pi Zero 2. The goal is to have it automatically boot on power, initiate a PiCam, and display 1080p video at 60fps on HDMI with the lowest possible latency.

Requirements:
- Use Raspberry Pi OS
- Auto-boot setup
- PiCam initialization
- Full-screen 1080p at 60fps
- HDMI output
- Minimal latency
