4-Player Interactive Basketball Game Development

I am making a 2-player pop a shot basketball game and I want to make 2 of them so I can link the 2 games together and play a 4-player game. I want to use something like Raspberry Pi and sensors to keep score when 7" basketballs pass through the hoop. The score would be displayed on a monitor.
I was thinking to start a game you either push a start button or during a non-game if you score a basket the sensor detects a score which starts a 3 second countdown timer and then a 60 second game will start. All baskets worth 2 points, but last 15 seconds baskets are worth 3 points. I found a youtube video online that provides a lot of detail (below). I know nothing about raspberry Pi so I want to hire someone to research everything, tell me exactly what to purchase and send me the software/ codes so I can test it. I want to have copies of the code for backup so I can remake the game if something breaks.
