Condomnium water supply Manager

I want to control 3 motor pumps in our apartment through wifi and/or app. These 3 motor pumps are connected to the overhead tanks and sumps. Traditionally, we use a DOL starter to start these pumps manually. I am installing water level controllers which are designed to automate the switch off and switch-on motor pumps. However, I need a remote access to these starters. It can be either through an APP or directly through wifi. The solution could be based on Ardiuno and/or Raspberry
