Small GPS Tracking Device

The project involves having a small GPS tracking device designed that connects to a mobile app. The premise of the device is to track the movement of wheelie bins. Wheelie bins are being stolen quite regularly and I was looking to create a device/app that notifies the user when the wheelie bin is on the move.

The device needs to be small and should be able to be attached to the bottom of a standard wheelie bin. For obvious reasons this device needs to connect wirelessly to the mobile app when its moving out of the radius of the users property.
