Cardboard surface moisture content measuring device

A prototype device is required for reading the surface moisture level present in a piece of cardboard. An experiment is to be designed by the successful applicant for developing a method to test low-level moisture content present in cardboard. The device must be able to operate in an RH% range from 50 – 95%, & read moisture content 5-16%, most important at the higher end of that moisture content range.
The project requires the development of an experiment and sensor (you may also use a sensor that is available on the market as long as it is within budget) to test moisture content in cardboard. type of device should be able to read the surface moisture content of cardboard without damaging the surface (the device must not penetrate the cardboard).
Any type of device may be used and this project is only for designing or finding an already available sensor to experiment with and test the surface moisture content present on a piece of cardboard. As the successful applicant, you will be required to develop an experiment to test the moisture content on several pieces of cardboard including a method for performing the testing. If your method is successful then a later project will be available for the development of the device for commercial use.
