USRP reactive noise generator

I'm loocking for a developer who will be able to create and reactive jammer, example the USRP will stay sillent and lisen on 315Mhz then when a signal is sent on that frequency the usrp should start jamm that transmision then once the transmision end the usrp should go off and lisen for an other signal.
