Help with noise reduction methods in measurement data

I am working with some meteorological data. The data is very noisy in nature and usual outlier detection method is not enough. I need to apply further methods to reduce the noise while I keep the main signal. I have written the code in R. As you can see in the uploaded file, the signal is clear and anything other than that should be zero. I would need help to check the slope consistency.
