Create an R Graph

I am looking for someone that is experienced in R to create a graph in R based on a 2-4 rows of data, a background image and some standard aesthetics.

For an R programmer I imagine this will take between a few minutes and 1 hour.

The graph should be drawn over a background imagine to replace a visualisation already in the image.
