Consensus clustering in R for using adverse events reports

My work involves preparing algorithm for Consensus clustering using R-program. The datasets involves adverse events reports submitted to FDA. The methodology and data analysis should be done according to the research article (Consensus clustering for case series identification and adverse event profiles in pharmacovigilance). Also attached are the document for more details. The datasets can be found here: https://vaers.hhs.gov/data/datasets.html. The data sets includes VAERS DATA, VAERS Symptoms, VAERS Vaccine. The analysis should be done for all COVID19 vaccines.
