Qubo formulation for 1D/2D floorplan (Quantum Computing)

Hi! My target is solve 2D problem, but it seems difficult. I need to solve 1D qubo floorplan first.
Problem：Given n rectangles, some of them are connected. Please place them with the shortest wire-length. How can I formula my problem in qubo or quantum? Is this possible?
For example: Four Rectangles with index 0 1 2 3. 0 and 1 are connected, 0 and 3 are connected, 1 and 2 are connected.
