1. Write a problem statement: which describes the project under consideration.
Aa new breakfast restaurant is about to open in Saudi Arabia, Dammam. The client is not sure what is the best location to select and menu items to include in his restaurant. The client has already surveyed the region, but he is still confused as Dammam area has variety of culture.
2. Identify and classify your customers.

3. Prioritize customers using the L-shaped matrix. If any of your customers are not important. You may take them out
4. Identify requirements per customer and list all requirements in one table
5. Prioritize these requirements –taking customer view into perspective- using the L-shaped matrix. Note number of matrices should equal the number of customers.
6. Create customer weighted requirements prioritization matrix. (Fig. 4.7A, and B) and determine the overall prioritization per requirement.
7. Identify the pertaining specifications for the requirements earlier. Note, you may need to write your operational definition for some requirements.
8. Once specifications are identified, develop your quality assurance activities and quality plan
