Qt Modbus App Development

It is basically an app which runs modbus master through TCP and serial. This app polls the registers when we press read and write when we press write. I only need the serial version of the app and along with that I need 4 registers (whose values I'll share) to be polled automatically (if you could show an led or gauges then that will also work) and for the same registers when I set the value, I sends the command through serial to update the registers value.
This will be a simple work if you know how to work on Qt. The budget for this is $10.
