machine learning Task -- 2

I have datasets with some missing values. I am trying to predict the missing values using XGBoost and other neural network algorithms. I am looking for a machine learning expert who can help me with the project. I have two other datasets which can help predict the missing values. Or maybe I need a character matching algorithm that can match the keywords from two other datasets and fill the values in dataset 1(csv). We can do a team viewer session and I can explain the task more elaborately. If you see the attachments, you need to use the keywords in the pdf and txt file to fill the missing values in csv files for column L. You have to match the keywords in the PDF with columns A C D J in the CSV and fill this column L with the appropriate UF number from the PDF.
