deep learning image inpainting using GAN

I am seeking an experienced developer to create a deep learning image inpainting solution using Generative Adversarial Networks (GANs). The desired output would be a restored image with missing parts filled in, using a custom dataset and trained using the PyTorch framework. The completed solution should be robust, well-documented, and include all the necessary components to create a successful model. The developer should be able to work independently, resolve any technical difficulties, and present a detailed plan of action prior to coding.
