windows software project (script lines) c# or python

I want to create a Windows software that contains a simple interface containing name and customer account number, and forms , so my employee can type the customer name and account number and choose the correct form.
what the program will do is printing the pdf or Docx form (pick what you want ) with the account number and customer name and with a QR code for the customer number.
the software must contain a QR code reader for what we made before. QR reader by PC scanner ( I have canon dr g1100 which is an expensive high-quality scanner )
this is 90% of what I'm looking for.
there are some details we can take about them later. but if someone can do what I said before he can do these small details for sure. the most important thing is that I don't need closed software I want it as script lines. so in the end I will say I did it.
