windows hosted python sample website

I am looking for someone to build a Python Flask Application website hosted on Windows. I do not need any external APIs or databases, so the hosting requirements are Windows-specific.
it should be on localhost only but instead of localhost it should work on my domain so we can modify domain name to any instead of localhost and it should have https so instead of http://localhost:5000 it should look like https://mywebsite.com, I'll provide all the necessary requirements and details, but the developer must have the necessary skillset to successfully complete this project.
