a very good Expert with Mathematical Models and Simulations, Optimizations

I need an experienced expert with Matlab, python who has deep knowledge of using maths for mathematical models and simulations for optimization for high performance Networks on Chip for High Performance ASICs wtih good writing skills and experience, also with machine learning algorithm techniques
this is quite a long term project around less than 3 weeks to deliver, your help would be highly appreciated
