translate Matlab code into Python 3 which will run in a Jupyter notebook cell.

This is Matlab code actually available online, but I need it in Python 3 of a sort that will run in a Jupyter notebook. Automated translation is inadequate, and I am not sufficiently talented to overcome all of the syntactic differences accurately. I would like a portion of Python code that I could drop into a Jupyter notebook to replicate the results I obtain in Matlab. With that, I will be able to subsequently tailor the results to my specific needs.
