squid games red light, green light

Looking for developer which can create using OpenCV for python, red light/green light game similar like was in squid games, main functionalities which i am interested in are :
1. draw crosshair on target(face)
2. Aim only green targets
3. Aim targets which are not in move

Preferred technology is python, but i can be written in any language
