simple loan management system

I am looking for a freelancer to develop a simple loan management system.

Features:
- Basic loan tracking
- Automated payment reminders
- reports,
- some other features that will be send in a document.

Platform:
- Web-based

Programming Language:
- No preference

Ideal Skills and Experience:
- Experience in developing web-based applications
- Familiarity with loan management systems
- Proficiency in Python or Java (preferred, but not required)
