send bulk emails using an Excel sheet via Amazon SES and python

I am looking for a skilled Python developer to write code for me to send bulk emails using an Excel sheet via Amazon SES.
The code should be able to take an Excel sheet with a list of email addresses and send individualized emails to each address, using the information in the corresponding rows of the Excel sheet.
Experience with Amazon SES and working with Excel sheets in Python is preferred.
