A research paper implementation using Python for image processing using Neural networks

Hello, I have a python implementation of a paper on use of Deep Learning in Deblurring of Blurred Images. The issue I am having is the code is incomplete, the cost function is missing. And I cant figure out how to implement the written algorithm in paper using python. There might be other inconsistencies with the code and paper. My goal is to make sure to debug and fix the code so after training the model on given dataset I get the same results as they got in the paper. Basically make sure the code and model is replicated one to one from the paper. The link/file of the paper and code is attached below.
