A quick fix in Python

I'm writing a simple program in python to take first in last out, then do some conditioning over it in pandas. I'm stuck and require help.
The pandas conditioning as followed ;
1. Take the first in of the day and last out of the day.
2. If the first in is morning, take the last out in the evening. Ignore values within.
3. If the first in is evening, take the last out next day morning. Ignore values within.
