python script, using chart API, when price new high/low since X hours = telegram message (monitor 42 charts)

the broker has an API, i will provide keys
need to be able to change following settings:
candle
assets/charts: 1, 100, etc
high low X minutes: (up to 12 hours)
daily sleep times:
weekly sleep days:
hourly alert times: 0:30-25:00, 30:30-55:00 ((false = disabled) if you prefer other way to list them thats ok)
sleep X minutes after alert: (only for particular chart)
chart length hours: 10
(when running script, do you get immediately data of past X hours or do you have to wait 5 hours to get 5 hours chart etc?
i hope they have no API limitation of how much charts can be subscribed.. they didnt answer my email.
question is, if chosen 60s candle, do you get price only every 60 seconds or every second regardless candle? if only every candle, would need to choose 10 second candle else alerts too slow. guess 1s would be too much data..?
