python script to open chrome with a proxylist

I am looking for a skilled developer to create a Python script that opens Chrome with a proxy list for web scraping purposes. The ideal candidate should have experience in Python programming and be familiar with web scraping techniques. Please note that i can not use seleium for this purpose. I already have a script but need to implement proxys for IP changes.
