python script to Receive notifications when user's AWS Client VPN certificate expires

I would like to setup notification when AWS Client VPN certificate is about to expire for example e-mails either to the Admin or VPN user, the user details stored only User_ID in dynamodb included with Created-Data and Expiry-Date TTL , then trigger the step function (function already created) to re-generate the certificate automatically, what is the best approach to do that ?
The step function taking input such as user_id ( In DynmoDB) , First_name , Last_name and Email as Json , the following not found in DynamoDB
First_name
Last_name
Email
There is two ways to extract them, either from IAM Tags or from Simple AD ( AWS)
