python: html frame report (5 stars) easy

Using Python:
Task: create one html page with left frame and main viewing frame (via python)
Assume the files are ./folder and you run the python program
python ./folder and finds the LIST of files and will create a index.html and frames html file - the left from will have the list, creating the collapsable list in the left frame; show the clicked file in the main frame.
There is a list of html files in a folder; and they are being named in another document system. This list of files will be the menu items for the left frame; and viewable in the main frame.
Many of the folders are being named 10.0-title-here and 100.0 title here. Would like to have a webpage that has a left side menu; with collapsible folder-like structure.
