python dev needed to solve installation issue on Ubuntu server.

I am trying to install this repo on Ubuntu 22.04 server with python version 3.10.4 installed. https://github.com/kevoreilly/CAPEv2
The install process reported no errors. But when i try to run the package as specified here https://capev2.readthedocs.io/en/latest/usage/start.html, I run into errors as attached.
The task is complete if iam able to start the program successfully using the troubleshooting steps you mention in a document.
I will give you the documentation I have prepared for installation.
