neural networks

I am working on a school project (picar) we are up to the neural network training portion, up until now I have been using python to do linear regression and such, which I have been able to find info on, and or figure out how to run code for assignments from online resources, and my comprehension has been ok, (btw I am a complete newbie to coding, never done any coding before this class) but now we have moved onto neural networks and I am finiding it hard to really understand all the code and what it means and or what it does, (like each bit of code and command). What I am hoping to get from this is some clear explanations so that I can interpret and understand what is happening on the command page and understand the output. I am not here to get assignments done for me at all, I want to understand the subject.
