network bit adaptive rate

I have to develop a adaptive bit rate algorithm on top of an existing platform called pensieve. need help in first deploying the pensieve framework on ubuntu and then develop algorithm to compare it with pensieve. help in linux, python, would be very helpful. the github repository code for pensieve will be provided and will need help in setting it up.
