i need a python developer

i have a dataframe with first column as name and other columns as some numeric value. given a name from the first column i want the output of first 10 closest points to it. we calculate distance as sum of absolute values of difference of respective columns. in the given picture if i give input as c it should compute distance of c from all the other rows and return the result in ascending order of distance.
