I need a programmer

I need too accomplish a synchonization function.The function must regenrzte receiving side beeps of the clock symbol in order to allow detection at optimim instant.

I have ressources from matlab with the simumink block ans i need to translate it in python.

I can give the simulink example beacuse i need to translate it to python.
