We need a freelancer who can make a program that converts x-ray format to JPG or PACS -- 2

We have three applications used in dental x-ray and we want them to be uploaded directly to our website( laravel framework) and access it directly from our application after using any of these x-ray applications. These applications have their own unique databases. We need a program like PACS (Picture Archiving and Communication System). If anyone knows about this system please let me know, so I can arrange a meeting with you and my boss.
Here is sample scenario. Once a patient registered to the website(our app), and the patient need to take a mouth x-ray for example, (the application we will use is depends on what type of x-ray the patient will take depends on the doctor's consultation also.) Lets just that the x-ray is done. now the x-ray images can be access in the app of that certain x-ray app, now to be able to access it into our app we still need to go to that x-x-ray app to convert it to jpg or png and save it to a folder and then access it from our app via uploading the file. Here is what we want. we want to automate the process if you get my point.
