We need developer who can get prices from airlines

I am looking for a skilled developer who can help retrieve prices from specific airlines and display them in real-time on a website.

I need not to get blocked from the airlines no matter the number of searches we are making using proxies.
In case the deliverance will be up until 20 of September then the price that we will be is 1500 euros. In case after the 20th of September, then the price will be 1000 euros.
In case we get blocked we will not pay for the project.
Developer must implement the airlines to the current laravel system that we have. We will grand access to any code so that he will do it properly.
