I need a coder

Am basically need someone to design an algorithm.. Input would be some values that will be sent in python programme using matlab, that input will be recorded first time when it's fed in programme and is stored. . The input values will continuously be provided to python programme.. Once the input value exceeds the value recorded for the first time be 0.10 units, then in output the programme will have to play a music and activate another software which will also be connected with it.
