I need a Python Programmer that knows how to use the Binance API or the Gate.io API to make me a bot.

I'm looking for python programs that know how to use the Binance API.
I need someone to make me a bot that Auto buy/sell when ANY coin on Binance drops -8% or more, when the coin stops dropping and start going up again, I want it to buy that coin, and when the coin increases back up again, i want it to sell that coin.
I want it to also have a Dynamic stop loss and Dynamic take profit.
For example:
A coin just dropped -11% but the problem is we dont know if the coin will drop more or not, so we make it so that when the coin gains +2%, it'll start buying 15$ worth of that coin.
After the coin goes up to +10% we wont know if it'll keep getting higher or not, so we'll put it so that if the coin starts DROPPING again it automatically sells everything.
I know this might not make any sense but please if someone can make this happen, I'll make sure to add even more money that what im offering right now.
