I need an AWW Lambda / S3 rest API developer

I need a rest API set up to accept a 22Mb file and run a python program and return a data table. It appears the way to do this is using an AWS S3 pre-signed url for uploads, running the script and returning the data table.

At this point all I need is the AWS aspect handles and the python script is currently operating on my computer. Ultimately there will be a number of revisions but for now I just need to get a working API for the app developer to work from.
