material outsourcing software

I am looking for someone to develop material outsourcing software to help me source steel. Although I have experience with this type of software and don't need help getting it set up, I do need the ability to track more than one vendor in order to make sure I'm sourcing from the best supplier. The software should also help in negotiating pricing and delivery schedules as well as keep up to date with inventory levels.
