little python/ruby script which creates Snapchat ADS

I need a small script in python/ruby that creates ads for me in Snapchat (ads.snapchat.com). There is already an API that is needed for this. https://marketingapi.snapchat.com/docs/#create-a-snap-ad-with-web-view-attachment
I thought I would put in a CSV file, title, url to the website, url to the image, budget and countries and how much my highest bid is. Then the CSV is processed by the script.
